Can you use a usb mic to record in garage band with mixing and editing multiple tracks? Do usb mics have built in interfaces? Dont they delay at mixdown?

You can, but typically the quality is pretty poor. Your best bet is to get a USB music interface which allows you to hook up real mics and instruments to Garageband. I use a M-Audio mobile-pre USB interface. Here's a link to it:
